City staff presented the tentative FY2026–27 budget at the Washington Terrace City Council meeting on May 19, 2026, and notified the public that the city is proposing a property tax rate increase from 0.001667 to 0.001799, which staff estimated would produce about $98,100 in additional revenue.
Tom, a city administrator, read the statutorily required property tax impact schedule and said the estimated 7.3% rate increase is intended to fund contractual increases for law enforcement services with the Weber County Sheriff’s Office. He said the city’s current property tax revenue is $1,350,283, and the proposed change would raise total property tax revenue to about $1,448,383. Staff also provided example impacts: an owner-occupied primary residence with a taxable value of $409,000 would see an estimated increase of $29.61; business property at the same value would see an estimated $53.83 increase.
The council opened the public hearing required for the tentative budget. Residents asked for more transparency about staff pay and raises; council members and staff noted that public payroll records are available through state transparency sites and that more budget detail is posted on the city webpage. Council members emphasized that this presentation is part of the tentative budget process and that the truth-in-taxation hearing will be held before any tax increase is adopted.
The council may revisit the proposed rate during the statutory notice and public hearing process required by state law. The presentation made clear the proposed rate is not a final decision but a formal step that triggers public notice and additional hearings.
