Committee members discussed the planned construction of a new fire station and a guaranteed maximum price (GMP) agreement with Beaver Constructors.
The committee presentation described a GMP "not to exceed" $11,469,883.89 for the physical construction work; staff noted soft costs — architecture, furniture, engineering and similar items — are estimated separately and could bring the total project closer to the low‑$13 million range. A presenter said soft costs are estimated at roughly $2 million and that the full all-in cost would depend on those final estimates and any add-ons.
"So this is in regards to our fire station, and this is the maximum price agreement, which is with Beaver Constructors... they set a grand total not to exceed price of $11,469,883.89," a council member said while describing the scope.
Staff reviewed the GMP mechanics and the construction-manager‑at‑risk incentives that encourage the contractor to stay under the guaranteed maximum. Completion was projected in July 2027 in the packet’s Gantt chart, and a June 2 groundbreaking was announced with Beaver Construction and donors in attendance.
Legal advised the committee that while the ordinance was introduced as an emergency, the city would not be asked to pass the emergency designation that night; legal requested additional review and potential amendments before the emergency is considered at the next meeting. The council conducted a first reading of Ordinance 23, moved and seconded the motion to advance the ordinance, and the motion carried.
Next steps: legal will review the final GMP paperwork and recommended amendments; the council will consider the ordinance again at the June 1 meeting to keep the project on schedule for the June 2 groundbreaking.
