Board approves $53 million design‑build contract and $3.97 million CEI for Northeast utility expansion

Jim Baloney, public utilities division director, presented staff recommendations to award design‑build services to Mitchell and Stark Construction Company Inc. with a guaranteed maximum price of $50,499,000 and an owner's allowance of $2,524,950 (total not to exceed $53,023,950) and to award construction engineering and inspection (CEI) services to Stantec Consulting Services Inc. for $3,966,873. Commissioners moved, seconded and approved both items by voice vote.
The board also approved associated budget amendments and authorized the chair to execute the agreements. Commissioners said the approvals would allow staff to proceed with preconstruction and to schedule work required for the Northeast expansion program.
No members of the public raised objections during the presentations. The motion record shows a standard approval and does not include amendments or conditions attached to the award.
