ResourceX presented a suite of analytics and implementation tools designed to help Collier County align budget decisions with strategic priorities and track savings from program changes.
Chris Fabian of Tyler Technologies'ResourceX described three tools: PresentPBB (a visualization of programs by budget size and strategic alignment), an insight-inventory dashboard that tracks implemented and pipeline savings, and PBB Analyst, a closed-system conversational analytic tool that staff and commissioners can query for on-demand analysis.
Fabian said the county's implemented items include examples that have directly reduced costs or generated revenue: a facilities thermal-energy-storage tank that generated a $1.3 million FPL rebate and is projected to save the county approximately $360,000 per year; consolidation of multiple website contracts with an estimated $150,000 annual savings; renegotiated hazardous-materials disposal pricing that saved about $376,000 in FY25; and library digital-resource vendor consolidation that saved an estimated $300,000 per year.
Fabian noted the overall insight pipeline remains a work in progress and presented a conservative combined pipeline range of about $82 million to $120 million in potential savings and revenue opportunities; he emphasized that staff will "clean" the numbers for public distribution. "Let's not hang our hats explicitly on these numbers," Fabian said, adding the dashboards can show what has been realized, what is committed and what remains in the pipeline.
Commissioners asked for a concise one-page scorecard they can use for town halls and newsletters that summarizes achieved savings, what is committed and near-term implementations; Fabian and county staff agreed to refine a public-facing summary and provide clearer year-to-date and year-over-year appropriation information showing where effectuated savings are being used.
Fabian also introduced the PBB Analyst tool as a closed, county-specific conversational assistant that draws on Collier County data and a ResourceX benchmarking library; he said settings can be adjusted to control creativity and citation strictness so the tool produces verifiable, staff-reviewable analysis.
