House Insurance Committee reports four measures unanimously, including cancer‑care and agency‑name updates

The most substantive policy item was House Bill 2427, described by Samantha Gortow, the committee’s newly introduced executive director: “House bill 24 27 consolidates provisions of the Fair Access to Cancer Treatment Act into the insurance company law of 1921, specifically related to the utilization management for stage 4 advanced metastatic cancer drugs.” The bill, as explained, moves standalone patient‑access protections into the Insurance Company Law of 1921 to govern utilization‑management practices for certain advanced cancer therapies. Chairman Warren moved to report HB 2427 as committed; there were no negative votes and the committee reported the bill unanimously.
Representative Parker, the prime sponsor of House Bill 2464 and a committee member, told the panel the measure updates archaic agency names in the insurance code. “First, the law should be modernized to reflect the agency's current name to reduce confusion,” Parker said, noting the Department of Public Welfare was renamed in 2014 and that the change was meant to reduce stigma that discouraged benefit applications. HB 2464 replaces references to the Public Welfare Code and the Department of Public Welfare with the Human Services Code and the Department of Human Services in the Insurance Company Law of 1921. The committee moved to report HB 2464 as committed; no negative votes were recorded and the bill was reported unanimously.
Chairman Warren next called up House Bill 2473. Gortow explained the bill repeals the Flood Insurance Education Information Act of 1996 and removes several outdated reporting or study requirements from the Insurance Company Law of 1921 that the legislative budget and finance committee completed years ago. Representative Mazzocco, the bill’s sponsor who said this was their first bill in committee, thanked members for considering it. HB 2473 was moved and reported as committed with no negative votes.
The committee also reported House Resolution 517, which would recognize May 2026 as Preeclampsia Awareness Month in Pennsylvania. Gortow summarized the resolution’s intent to raise public awareness of preeclampsia; the resolution was moved and reported as committed without opposition.
Chairman Warren closed the meeting by thanking staff and colleagues for their work; the chair noted the committee recorded a 4–0 result on the day’s measures and adjourned. The bills and resolution were reported from committee and will proceed according to the House’s legislative process.
