District staff: aging wireless and switching equipment needs replacement; financing options include E-rate, leases

District technology staff presented a follow-up on the wireless and switching infrastructure, saying the current equipment is at end of life and no longer supported by the manufacturer.
"The existing wireless and switching infrastructure is no longer supported by the manufacturer, and it's no longer available for purchase, replacement, or expansion," the director-level presenter stated, describing frequent reliability problems and a reliance on contingency funding and extended warranties. The presenter said the expected lifecycle for a full infrastructure refresh is about eight years; the district’s current gear is in roughly its tenth to eleventh year and nearing the end of usable life.
Staff described their evaluation process—requirements definition, vendor engagement, and solution selection—comparing locally hosted controller architectures against distributed/cloud-managed approaches. Evaluation criteria include operational stability, security posture (including modern techniques to reduce attack surface), resilience and return-to-operation requirements, scalability to handle future classroom density and bandwidth growth, and total cost of ownership.
On financing, staff said the goal is to fit the replacement into the technology operations budget by redirecting contingency and extended-warranty expenditures. A committee member noted the total program could exceed $1,000,000 and recommended exploring leasing or multi-year purchase options and applying for E-rate funding where eligible to reduce the district’s one-year cash burden.
Staff said a selection committee of technology operations and finance staff will perform technical and financial assessments, then return to the committee with a recommended solution and cost model for board review.
