Kimble County approves multiple interlocal agreements, adopts purchasing policy change and amends budget

Interlocal agreements approved by the court include a 2025–26 agreement with the Regional Public Defender Office (Lubbock County) to provide defense services for qualifying indigent defendants (motion by Commissioner Brayden Schulze, second by Commissioner Kelly Simon; unanimous); an interlocal with Tom Green County for juvenile detention and detention expansion services (motion by Commissioner Schulze, second by Commissioner Dennis Dunagan; unanimous); and an interlocal with Concho Valley COG/Concho Valley Transit to provide transportation services (motion by Commissioner Simon, second by Commissioner Schulze; unanimous). The meeting packet attached the RPDO interlocal text, which cites the Fair Defense Act (Tex. Code Crim. Proc. 26.044(b)) and Texas Government Code Chapter 791 for interlocal cooperation.
On procurement and investments, commissioners adopted a revised purchasing policy to increase the single-purchase threshold from $50,000 to $100,000 (motion by Commissioner Schulze, second by Commissioner Dunagan; unanimous) and authorized signing paperwork to enroll the county with Texas CLASS for potential investment of county funds.
Financial measures approved included routine approval of bills and accounts (motion approved) and adoption of Order CC-2025-09 to amend the 2025 budget to conform with authorized revenues and expenditures; the order appears in the meeting record and is signed by County Judge Hal A.
