Jackson County commissioners approve FY2026 budget amendments, several contracts and personnel changes

Jackson County Commissioners' Court approved a set of FY2026 budget amendments, routine procurement actions and personnel adjustments at its March 24, 2026 regular meeting at the Edna courthouse. County Judge Jill Sklar and commissioners carried motions for budget amendments, multiple contracts and memberships, and several personnel payroll changes.
The court approved budget amendments, line‑item transfers and revenue certification for the FY2026 budget after a motion by Commissioner Douglas Frenzel and a second by Commissioner Glenn Martin. The court also approved RFQ 26‑03 for on‑call architectural and engineering services (moved by Commissioner Wayne Bubela; seconded by Commissioner Frenzel) and authorized a three‑month pilot to use JuryQ for juror summons in place of the current TEAMS system.
Other approvals included issuance of a Voyager fuel card for Austin Fielder in the Sheriff's Office (moved by Commissioner Frenzel; seconded by Commissioner Bubela), approval of MASA Access membership (Option 1) with authorization for Treasurer Mary Horton to sign, and an interlocal agreement with the Golden Crescent Regional Sexual Assault Response Team (SART), with authority for County Judge Jill Sklar to execute the agreement. The court also approved Resolution 26‑10 recognizing April as Child Abuse Prevention Month and allowed use of the courthouse lawn for awareness activities.
The court approved purchase of a Panasonic Toughbook FZ‑55 for Emergency Management after a motion by Commissioner Bubela and a second by Commissioner Frenzel. The minutes include two different dollar amounts for that item; a quote is filed among exhibits (see article note below). The Treasurer's Report for February, submitted by Mary Horton, was approved. The court authorized payment of county and precinct bills and four court orders and approved listed payroll changes, including a new hourly rate recorded for Auditor Sabrina Kuretsch and several resignations in jail positions with effective dates recorded in the payroll table.
Clerk's notes in the minutes indicate copies of the RFQ, interlocal agreement, Treasurer's Report and purchase quote are filed among the court exhibits. There were no public non‑agenda comments.
The court took these actions by voice motion; the minutes record motions and seconders for each item and note that motions 'carried' but do not include individual roll‑call vote tallies.
