Staff (S8) presented the annual report of the Stormwater Advisory Committee, reviewing the committee's duties under the town's stormwater management ordinance and the town's responsibilities under the Phase 2 MS4 permit.
Highlights included: completion of several culvert replacements (engineer estimates and final costs discussed), the phase maintenance (Phase 2) project that had initial engineer estimates at $1.5 million and final expenditures near $1.6–$1.7 million after rebidding, and a design contract funded with ARPA dollars totaling $723,000 that produced designs for multiple pipe replacements and streambank restorations. Staff said most ARPA funds earmarked for the project are expended and that construction timing will be revisited in the next fiscal year for some streambank work.
Staff also summarized last year's stormwater fee assessment, which reallocated residential billing into tiers based on updated impervious-area inventory; commercial rates were unchanged. Ongoing program activities include outreach and education, illicit-discharge response, detection and elimination, construction-site runoff monitoring and post-construction BMP verification. Staff said street sweeping occurs roughly four times a year on town roads, with additional targeted sweeps after special events.
Council and public comments acknowledged visible results in culvert and ditch work and thanked Public Works and stormwater staff for rapid response. Staff said they will return with any needed CIP amendment requests and additional pictures and findings at the next meeting cycle.
