Under state statutory authority for special assessments, no more than 50% of the improvement may be assessed against the petitioning property owner; staff explained that the applicant's assessed share would be about $1,971 per year over ten years (approximately $19,007 total) if the council proceeds with the assessment authorization. Staff noted the town would front approximately $44,000 initially and would recover assessed amounts over time.
Council discussed the likely limited benefit to the applicant's property values and the logistics of right-of-way work and potential lane closures on US‑74 for tie-ins. The applicant and staff told council they had begun informal outreach to affected property owners and the driving-range owner whose easement would be involved. At the meeting council voted unanimously to direct staff and the town attorney to draft a resolution of intent and set a public hearing date; council member Marcus McIntyre (S6) made the motion.
