Council selects higher-cost conceptual design for Old Monroe/Hayes intersection to seek funding

Todd Hunsinger (S8) summarized two alternatives: Option 1, a lower-cost design with dual signalized intersections, had a current engineer estimate around $1.2 million; Option 2, which relocates Hayes Road and involves more right-of-way and other impacts, had an engineer estimate around $2.1 million when accounting for contingency and future-year inflation. Hunsinger stressed that the council's selection would only program the alternative as a candidate for funding, not authorize construction.
Council discussion focused on safety and neighborhood impacts. Council members asked whether either alternative would reduce crash frequency and the potential for vehicles to run into a neighboring property; staff said both options were expected to reduce crashes by roughly 30% but that Option 2 better addressed existing crash trends at the site. Staff flagged possible right-of-way acquisition and the need to negotiate the relocation of a subdivision sign under Option 2.
Council member Tom Amberg (S2) moved to approve Alternative 2 for submittal to CRTPO and future funding consideration; the motion carried unanimously.
Next steps: staff said they would pursue funding options, refine cost estimates in the summer budget review and return with a recommended funding strategy if council wishes to advance the project toward design and construction.
