Leon County approves road agreements, subdivision plat, budget amendments and two land purchases

The Leon County Commissioners Court on Feb. 23 approved a package of routine administrative and infrastructure actions, including multiple road‑use agreements, a subdivision plat, budget amendments and two small land purchases.
Among the approvals: the court granted a variance to delay installation of water meters and associated fees for the Coastal Meadows subdivision until individual lots are developed with Concord Robbins Water Supply Corporation and approved the Coastal Meadows plat for five tracts (plat approval excluded roads). Commissioners also approved road‑use agreements and related contingency language for Repsol Solar projects affecting CR 468 and CR 469, approved a 180‑day agreement for CR 347/348 (Comstock), and approved a 180‑day agreement for CR 221/222 (Mitsui); one Mitsui item (CR 355/353) was tabled.
The court authorized the purchase of Lot 30, Block 2 Section 50B from Hilltop Lake POA for $10,000 for a free‑standing tower and approved acquiring land near the Leon County DPS weight station for $24,000 plus closing costs, contingent on an MOU with DPS and funding from the DPS special fund (with contingency used for any shortfall).
Financial actions included approving payroll to be issued Feb. 20, 2026; accepting the FY2025 juvenile probation audit into the minutes (vote recorded as Yes — Ryder, Sullivan, Bing, Workman; Abstain — Foley); approval of budget amendments totaling $846,007.72; and approval of monthly reports for January 2026 (County Clerk, District Clerk) as required by Local Government Code §114.044.
Other items approved were a memorandum of understanding between the Leon County Clerk and CSC for electronic recording (on the County Clerk’s recommendation), completion of a letter of intent to pursue a FEMA State Homeland Security Program (SHSP) grant, adding “burning hay meadows” as an allowable agricultural burn during a burn ban, and soliciting CMAR proposals for building utilization and efficiency improvements. Several items were tabled, including the web services contract and ESD audits.
The meeting also included a brief presentation from Citizens for Responsible Growth in Leon County and a short executive session for consultation with the county attorney and personnel matters; the court resumed regular session and approved a salary adjustment related to moving an employee into a vacant bailiff position. The court adjourned after completing the agenda.
