Kimble County Commissioners approve jail agreement, contracts, insurance renewals and budget amendments

At its Oct. 14, 2025 meeting, the Kimble County Commissioners Court approved an interlocal jail-services agreement with Val Verde County, contracts for airport fueling and CodeRed emergency communications, approved personnel supplements from asset forfeiture funds, and passed a budget amendment and other routine actions.
The Kimble County Commissioners Court, meeting Oct. 14, 2025, approved a series of contracts, personnel actions, and budget adjustments for fiscal and operational needs.
Sheriff Matt Suttle told the Court the State no longer covers detention services tied to Operation Lone Star, and the Court approved an interlocal agreement with Val Verde County to provide jail/inmate services. Commissioner Chad Gipson (Precinct 4) moved to approve the interlocal agreement; Commissioner Kelly Simon (Precinct 2) seconded, and the motion was adopted unanimously.
Other items adopted during routine agenda business included: approval of salary supplements requested by the 452nd District Attorney for Billie Stewart, Mikkie Williams and Ally Yonker to be paid from county asset forfeiture funds (motion by Commissioner Brayden Schulze; second by Commissioner Dennis Dunagan); renewal of county health, dental and vision plans through the Texas Association of Counties following reported rate increases (health +3.2%, dental +13%); and authorization for Treasurer Billie Stewart and Judge Hal A. Rose to negotiate invested interest rates with First State Bank (currently 3.75%) or move county funds to Texas Class (currently ~4%).
The Court also approved a contract with Diamond Dependable/Brian Rieck to provide fueling services at the Kimble County airport; purchased upgraded poll pads from KnowInk for election use at the requested price; approved a renewal of CodeRed emergency-communication services for 2026 at the same annual rate as 2025 ($2,354); appointed Rosanna Stapp to the Kimble County Friends of the Library Board; authorized bonds for two county employees (Heather Knudsen and Charlie Wilson); accepted the monthly road-and-bridge and Central Appraisal District collection reports; and approved payment of bills and Order #CC-2025-10 amending the budget to match authorized revenues and expenditures.
An AEP request to relocate power lines and poles in the County Park was tabled for further review, and the Court received a status update on the Kimble County Courthouse restoration and July 2025 flood-related FEMA/TEDM projects. The meeting adjourned after all items were addressed.
