Dale County Commission approves transfer of residential trash contract to EcoSouth, accepts opioid settlement participation and advances solid waste staffing

Chairman Steve McKinnon called the meeting to order at 10 a.m. Commissioners present were Chris Carroll (District One), Donald O. Grantham (District Two), Adam Enfinger (District Three) and Frankie Wilson (District Four). After opening formalities, the Commission approved the meeting agenda (adding an AgPlex Authority appointment), minutes from the March 10 meeting and the memorandum of warrants.
The Commission approved, on motion of Commissioner Adam Enfinger, the assignment of the countys residential solid waste contract to EcoSouth Services of Mobile, LLC. The record references a March 12, 2026 letter from Mark Dunning Industries notifying the county that certain assets were sold to EcoSouth and requesting the countys consent to assign the contract. Commissioner Frankie Wilson seconded the motion; all voted in favor.
Commissioners also approved a Fund 116 capital expenditure to pay Comfort Systems $29,272.23 for HVAC repairs at the Dale County Courthouse. Commissioner Donald O. Grantham moved the expenditure; Commissioner Enfinger seconded and the motion carried. An invoice and detailed service report from Comfort Systems were included in the meeting exhibits.
On a separate item, Commissioner Wilson moved and the Commission approved a Combined Participation and Release Form to participate in a settlement with six remnant defendants in the national opioid litigation (the record cites the Master Settlement documentation included in Exhibit 4). The form documents the countys election to participate and the countys agreement to the release and administrative provisions described in that settlement paperwork.
The Commission approved routine personnel and board matters. Actions included promotion and travel authorizations for county staff; appointment of Carl Netterville to the Dale County Department of Human Resources board and Nick Newman to the Organized Community Action Program board; surplus of three county vehicles; and approval to hire a Compliance Officer in the Solid Waste department along with a $50,000 increase to the payroll budget. Commissioner Enfinger moved the job posting for a Solid Waste Clerk II (10-day posting); Commissioner Grantham seconded and the posting was approved. Commissioner Chris Carroll moved to appoint Jacob Walding and Mayor Charles Ward to the AgPlex Authority Board; Commissioner Wilson seconded and the motion carried.
Chairman McKinnon announced the next regular meeting for Tuesday, April 14, 2026 at 10:00 a.m., and the Commission adjourned by unanimous vote.
