The Dale County Commission unanimously approved multiple personnel actions, a small HarrisCloud contract addendum and administrative updates during its April 14 meeting.
Commissioner Adam Enfinger moved and Commissioner Frankie Wilson seconded approval of personnel items including the transfer of Gabriel Rind to Road & Bridge (Engineer Clerk), the hiring of Veronica Kennedy (Maintenance custodian) and a part‑time compliance officer hire for Solid Waste, Matthew Hearndon. The commission also approved a series of employee education and travel requests across departments with dates and locations listed in the minutes (examples include ACEA Conference May 4–7 in Orange Beach and ACCA Conference Aug. 17–21 in Orange Beach).
Commissioner Chris Carroll moved to approve an agreement to add two hosted full‑time HarrisCloud (SmartFusion) users at an annual cost of $1,680; Commissioner Donald O. Grantham seconded and the motion carried unanimously. The contract (Exhibit 1) lists Jessica Blackwell as the Harris account manager and includes standard travel and expense terms. The minutes show the contract number JMB-DALEGOVAL-032626 and the created date March 26, 2026.
The commission also approved a new job description to be added to Dale County's Classification and Pay Plan (Exhibit 3) after a motion by Commissioner Donald O. Grantham and second by Commissioner Chris Carroll. Separately, the commission approved removal of assets from the Capital Asset List (Exhibit 4) after a motion by Commissioner Adam Enfinger and second by Commissioner Frankie Wilson; Exhibit 4 lists totaled vehicles and dates of loss.
As part of routine business the memorandum of warrants recorded accounts payable check numbers 104924–105093, payroll check number 155077 and direct deposit numbers 436060–436212. All motions recorded in the minutes passed by unanimous vote. The commission is next scheduled to meet April 28, 2026, at 10:00 a.m.
