Leon County commissioners approve donations, proclamations and policy changes; decline seismic proposal, table several contracts

Leon County Commissioners Court met April 27, 2026, in a regularly scheduled session and approved a slate of routine and programmatic actions, including proclamations, budgeted donations, contract decisions and policy amendments. The court also declined a proposed seismic operations agreement and tabled several procurement items. Regular session recessed for an executive session and later resumed before adjourning.
The court approved proclamations recognizing April as Sexual Assault Awareness Month and Soil and Water Stewardship Week (April 25–May 6, 2026). It approved two budgeted donations using unclaimed credit funds: $10,000 to Scotty's House for child abuse awareness and prevention (2026–2027 budget year) and $5,000 to CASA (Court Appointed Special Advocates) for the 2026–2027 budget year. County Treasurer Brandi Hill presented the 1st Quarter 2026 Investment Report, which the court approved.
On technology and procurement, the court approved using the BVCOG RAVE reverse-911 emergency notification system based on a recommendation from EOC Coordinator Bob Hickman. The County Auditor and County Treasurer recommended contract changes to the Tyler ERP Pro 10 system; the court directed the County Attorney to finalize review of contract amendments and expand the scope to include accounts-payable (AP) automation. The court also voted to increase the county purchasing policy threshold from $50,000 to $100,000 on the Auditor’s recommendation.
In procurement actions tied to Community Development Block Grant (CDBG) work, the court awarded the TDA CDBG CDV23-0053 street-improvement contract to Crockett Construction based on Bleyl Engineering’s recommendation, with a stipulation to use D2 in lieu of D1. The court approved a presentation of TDA Form A1024 and CDBG Section 3 goals related to that grant contract. Several other procurement items were tabled, including a .gov domain change, the Firetron contract, and acceptance of roads from the Wildwood subdivision.
On land-use and energy matters, the court considered an agreement with Gold Star Land Services, LLC for seismic operations and voted to decline the agreement. The court also approved participation in an opioid settlement for six remnant defendants (Exhibit G) and approved signing a 180-day road-use/pipeline agreement for County Road 218 in Precinct 2 (Comstock). A separate road/pipeline agreement for CR 391 in Precinct 3 (Spectrum) was tabled.
In other business, Judge Byron Ryder announced the passing of Master Gardener Carol Gimler and public commenter Melanie Ross raised concerns about construction delays on Highway 7 East, saying the work zone doubled travel time and that crews were not on site. Leon County Republican Party Chair Carol Milder provided a brief early-voting and runoff update. County Attorney Keith Cook advised the court to reschedule the follow-up meeting to May 4, 2026, at 8:30 a.m.
