Lynn County commissioners approve subdivision plats, records-scanning contract and interlocal agreements; table tower repairs

Lynn County Commissioners Court on Oct. 12 approved a series of routine but consequential items affecting county records, local development and school-district emergency communications.
County Judge Mike Braddock and the five commissioners unanimously approved final plats for Heritage Place and The Palms Phase 6. Commissioner Larry Durham moved to accept the Final Plat for Heritage Place, seconded by Commissioner Tate Gass; Commissioner John Hawthorne moved to accept The Palms Phase 6 Final Plat, seconded by Commissioner Matt Woodley. All motions carried by unanimous vote.
County Clerk Karen Rendon told the court that vendor Terralogic would pick up legacy criminal case files stored at Tahoka City Hall, scan them into the county case-management system and then destroy the hard copies. "It is going to cost Karen $27,106.76," Rendon said, adding she would pay the bill from the County Clerk's Records Management account, a fund dedicated to projects of this type. Commissioner Tate Gass moved to accept the Terralogic bid and Commissioner Larry Durham seconded; the court voted unanimously to approve the contract.
Sheriff Mason reported the jail population at 40 inmates total: 25 from Lynn County, 5 from Dawson County, 1 from Floyd County, 2 from Lubbock County and 7 from Potter County. That report was received for the record; no action was taken.
The court reviewed a communications issue for a county tower after Canadian River Authority reported lights were out. Judge Braddock said Western Towers of San Angelo submitted a quote of $912,526 to replace LED lights on the tower. Sheriff Mason said she had asked South Plains Communications for an additional quote. Commissioner Tate Gass moved, with Commissioner Matt Woodley seconding, to table the tower-repairs discussion until the court has more information and competing estimates; the court voted unanimously to table the matter.
Sheriff Mason presented three sets of agreements with area school districts'New Home ISD/PD, Tahoka ISD/PD and Wilson ISD/PD'including a Non-Terminal Agency Agreement for radio transmission, a TEA-based memorandum of understanding, and an interlocal agreement for dispatch services. Each interlocal dispatch agreement is for $2,500. Motions to accept each package of agreements were made and seconded by commissioners and carried unanimously.
County Treasurer Amy Schuknecht reported there were no budget amendments and no finance report to approve at the meeting. The court also voted to approve and pay county claims and payroll after Treasurer Schuknecht presented the bills; Commissioner Matt Woodley moved and Commissioner Tate Gass seconded that motion, which passed unanimously.
The meeting concluded with no public comments and no other items for information. Commissioner Matt Woodley moved to adjourn at 10:23 a.m.; Commissioner Tate Gass seconded and the court voted to adjourn.
What happens next: The tower-repair matter will return to a future agenda when additional quotes and information are available; other approved items proceed under standard contract and recording procedures.
