Geneva County delays final decisions on arena extras as inspections, bonding and specs are finalized

Geneva County officials told the commission on April 13 that a contractor had submitted a proposal of roughly $70,000 for additional work at the new multi-purpose arena and that a final inspection was scheduled for the following day to determine whether a certificate of substantial completion should be issued.
County Attorney Phil Eldridge said the additional items — sodding and seeding around the exterior, installing a metal border to separate rocks and grass, and providing a soil-mix base for the arena floor — were not part of the initial bid. He told commissioners that, even though the contractor's quote is below the county's $100,000 newspaper-ad threshold for public notices, the county still must have a general-contractor contract amendment and performance and payment bonds in place before authorizing the extra work. "We still must have a contract with a General Contractor, and performance and payment bonds," Eldridge said.
Engineer Justin Barfield reported his department had begun site work (herbicide spray and topsoil) and would coordinate with the contractor on scope for dirt work. Barfield told commissioners the contractor preferred to perform these items while onsite and noted that performing floor cut-back while the contractor is present reduces the risk of damaging underground wiring.
Commissioner Jeff Hatcher moved to table action on the additional items until the commission has the necessary specifications, scope and contract amendments; Commissioner Bart Wilks seconded and the motion passed 3-0.
Separately, the commission also agreed to postpone sending invitations for bids for arena panels until formal specifications are produced and published as required under procurement rules.
What happens next: County Engineer Barfield will work with the contractor to produce a formal scope of work and specifications for the board; County Attorney Eldridge will prepare the appropriate contract amendment language and confirm bonding requirements. The final inspection scheduled for April 14 will determine whether the county can issue a certificate of substantial completion.
