Morgan County Commission approves contracts, personnel actions and new remote-work policy

The Morgan County Commission met Feb. 10, 2026, in Decatur and unanimously approved a package of resolutions covering personnel, contracts, equipment purchases and local grants.
The meeting record shows the commission adopted Resolution 26-157 authorizing the chairman, on behalf of Chief Information Officer George Hill, to enter a Microsoft 365 support agreement with Howard Technology Solutions under OMNIA Partners Contract #01-145 for $17,131.50 per month. Commissioners approved a separate contract with IN-DEPTH INSPECTIONS LLC for underwater bridge inspections estimated at $7,900 and authorized a $11,113.79 quote from Dean Plumbing & Gas Piping to replace copper waterlines and valves at the Morgan County Jail; all motions carried unanimously.
Commissioners also authorized fleet and equipment purchases. Resolution 26-166 approved the purchase of one 2025 Ford F-150 SuperCrew 4x4 XLT from Stivers Ford Lincoln under State Contract TI91 (MA220000003128-15) for $60,554 on behalf of Environmental Services Director Johnny Howell. Resolution 26-167 authorized the purchase of a 2019 loader backhoe (serial #NEJC756288) from the Alabama Department of Transportation Equipment Bureau for $67,000, to be paid from District 3 Road & Bridge funds. The commission further authorized purchase of a vehicle for the Morgan County Drug Enforcement Unit via the Used and Program Vehicle contract with Serra Toyota, with up to $29,700 to be reimbursed from a State Homeland Security Program grant through ALEA.
On personnel and policy matters, the commission amended prior leave authorizations to approve Leave Without Pay for Mark Bay (Resolution 26-152), approved leave without pay for Andrea Smiley (Feb. 6–21, 2026; Resolution 26-163) and for Caleb Bradley (days within Jan. 26–Feb. 1, 2026; Resolution 26-164). The board also declared K-9 Officer Peluche retired effective Feb. 6, 2026, and removed the animal from county insurance listings (Resolution 26-165). Commissioners adopted a Remote Work Policy for county employees and approved Resolution 26-162 listing employee additions and deletions for January 2026.
The commission approved a $40,000 allocation to the Somerville Volunteer Fire Department (S.A.V.E.S.), with $20,000 drawn from each of Districts 1 and 2 Road & Bridge funds, to assist with parking-lot improvements, and amended the budget accordingly. Other actions included approving a certificate to subdivide for property owned by ReDonna Jo Brown in District 4 (Resolution 26-160), accepting an America 250 proclamation presented by the National Society Daughters of the American Revolution, Stephens Chapter (Resolution 26-171), and authorizing tourism-promotion contracts including a $275 media ad for Hartselle High School baseball.
The commission set its next meeting for Feb. 24, 2026, at the Decatur Morgan Tourism office, 350 Market Street NE, Decatur, and adjourned.
All motions recorded in the minutes were presented, seconded and adopted unanimously by the five-member commission (Chairman Ray Long; Commissioners Jeff Clark, Randy Vest, Matthew Frost, and Greg Abercrombie).
