Morgan County Commission unanimously approves package of contracts, personnel changes and $7.82 million in disbursements

The Morgan County Commission on Tuesday approved a slate of resolutions authorizing contracts, personnel actions and county payments, voting unanimously on each item.
Chairman Ray Long opened the meeting and the Commission took its first votes to approve the agenda and minutes. The body then adopted Resolution 26‑138 authorizing a $1,980 annual technical‑support agreement with Mobile Communications America Inc. for RapidWarn severe‑weather sirens, to run Feb. 28, 2026–Feb. 27, 2027; the action was taken on behalf of Jonathan Warner, the county EMA director.
The Commission next adopted Resolution 26‑139 to renew a contract with JH Consulting, LLC to continue services tied to the Hazardous Materials Emergency Preparedness (HMEP) grant from the Alabama Emergency Management Agency. The contract amount is $17,210 for the grant period Oct. 1, 2025–Sept. 30, 2026, including a federal allocation of $13,678 and a required local match of $3,442.
Commissioners also adopted Resolution 26‑140 to extend the county’s health services agreement with QCHC of Alabama, Inc. by one month, moving the contract expiration to Feb. 28, 2026.
On financial administration, the Commission approved Resolution 26‑141 designating all Morgan County banks as depositories for Fiscal Year 2025–2026 at the request of Revenue Commissioner Amanda Scott. The body approved Resolution 26‑147, authorizing county accounts payable disbursements for December 2025 totaling $7,824,587.32.
Personnel and policy actions included Resolution 26‑143, which authorizes elected officials and department heads to fill specified positions (including two Assessment Clerks and an Environmental Clerk, Grade A01), and Resolution 26‑144, which amends Chapter 13 (Drug and Alcohol Abuse Policies and Procedures) Attachment A to list safety‑sensitive classifications across county departments and cites review under 49 CFR part 655.
The Commission also approved smaller, routine items: a $90 sanitation fee refund to resident Brandon Erickson (Resolution 26‑145), authorization to declare two vehicles surplus and sell or dispose of them (Resolution 26‑146), approval of a Certificate to Subdivide property for Dean R. & Martiel D. Mullis in District 4 (Resolution 26‑142), and a set of tourism promotion contracts payable from Tourism, Recreation & Convention funds for local high‑school fence signs (Resolutions 26‑148 through 26‑151).
The body reviewed and approved invoices totaling $125,059.75 from vendors that include the National Association of Nutrition & Aging Services, the Alabama Recreation and Parks Association, Morell Engineering and Limestone Building Group. All motions were made and seconded by named commissioners and carried by unanimous vote.
The Commission adjourned after completing the agenda. The minutes for this meeting were later approved on Feb. 10, 2026.
