Council roundup: speed limit, bridge contract, LDWF boat‑launch IGA and appointments
Summary
At its Aug. 3 meeting the St. Martin Parish Council adopted a 15 mph speed limit on Ulysses Hebert Road, approved an IGA with the Department of Wildlife and Fisheries for Lake Martin boat‑launch repairs, awarded the Herman Dupuis pontoon-bridge contract to Shavers & Whittle ($7,230,518.15), and confirmed several board appointments and grant-authority resolutions.
The St. Martin Parish Council on Aug. 3 handled a bundle of routine and contracting matters, voting to reduce speed on Ulysses Hebert Road, authorize agreements for public-works repairs and award a multimillion-dollar bridge contract.
The Council adopted Ordinance No. 21-08-1328 to set a 15 mph speed limit on Ulysses Hebert Road in District 1; the ordinance takes effect on the Parish President’s signature. The vote was unanimous among members present.
The Council adopted Resolution No. 21-061 authorizing the Parish President to execute an intergovernmental agreement with the Louisiana Department of Wildlife and Fisheries (LDWF) to repair and maintain the Lake Martin boat landing, launch ramp and adjacent parking area; the resolution incorporates a court Consent Order resolving a dispute over public access.
On the Herman Dupuis Road pontoon bridge replacement project, the Council disqualified bids from Coastal Contractors, Inc. for noncompliance and late submission per the project engineer Huval & Associates, then awarded the contract to Shavers and Whittle Construction, L.L.C., for $7,230,518.15 and authorized the Parish President to sign contract documents.
Council members also approved the formation of a ten‑member Citizen Reapportionment Committee (Resolution No. 21-063) and reappointed members to various local boards: Brody Miller to the Fire Protection District Civil Service Board (Resolution No. 21-065), Michael Seider, Ed Boyd and Judge Lewis Pitman Jr. to the 16th Judicial District Children and Youth Planning Board (Resolution No. 21-066), and Jimmy Bailey to the St. Martin Parish Water & Sewerage Commission No. 1 (Resolution No. 21-067).
The Council authorized the Parish President to file applications and execute necessary assurances with the Louisiana Department of Transportation and Development for grants under 49 CFR 5311 and 5339 (Resolution No. 21-064) and introduced three new ordinances for publication (Summary Nos. 1332–1334) including a proposed three‑way stop, a 15‑ton weight limit on Bordelon Road, and authorization to sell a tax-acquired lot on St. Ann Street.
Parish President Chester Cedars provided informational updates: the pontoon-bridge replacement project is expected to begin in 45–60 days with offsite assembly lasting 330 calendar days and onsite removal/installation taking 270 working days; the Arnaudville Pavilion bid opening is scheduled for Aug. 25, a Henderson Lake drawdown was delayed due to high water, and a plan for American Rescue Plan Act (ARPA) funds was anticipated by Aug. 17. The Council then adjourned.
