Planning staff outlined the request and a draft condition that would allow temporary gravel parking for the business while the owner pursues a larger master plan for the overall parcel. Staff said the temporary gravel would need to be graded, compacted and drained to prevent erosion and must be paved within an agreed timeframe. The original applicant request was for a 36‑month temporary period.
Applicant Patricia Griffin described a two‑phase redevelopment that begins with a smaller tenant‑ready building and ultimately would include a three‑story commercial flex building. Griffin said temporary gravel parking would serve the initial tenant phase and that handicapped spaces would be paved.
A resident raised concerns about the proximity of the tattoo shop to an adjacent church and childcare center. The applicant said they had consulted the adjacent church and received its support.
Council members negotiated conditions on the record: require the architectural renderings presented to be entered as a binding condition, prohibit flashy or neon signage, require a financial guarantee (performance bond) to ensure permanent paving, and reduce the temporary gravel parking allowance to 24 months with the provision that the applicant return for any requested extension. With those conditions recorded, the council voted to approve the SUP.
The conditions included a requirement to provide an acceptable performance bond so the town could complete paving if necessary; staff said that security would allow enforcement of the paving requirement if the applicant failed to finish within the required timeframe.
