The Public Works Board approved actions May 20 to transfer emergency and deobligated funds into the reconstruction program and to make conditional preconstruction awards totaling $6,360,700.
Staff presented two linked actions: transfer $3,094,957.51 from the emergency funding program and $1,293,742.49 in deobligated funds into the FY26 reconstruction program (bringing the emergency funding balance toward depletion), and award $6,360,700 to 10 preconstruction applications that met a minimum threshold score of 65 out of 100. Staff emphasized that the awards are conditional pending underwriting and other checks because of the short turnaround on applications.
"These are very much conditional awards, and we need to finalize our due diligence on all of them before we send any award letters out," staff said. The board moved and approved both transfers and the conditional awards by voice vote.
Staff said these awards bring the fiscal year total to roughly $15,000,000 in awards after prior cycles and that the board has increased capacity in recent rounds to process more preconstruction requests.
