The Public Works Board approved an emergency award May 20 to help the City of Bridgeport repair a breached water transmission main that failed in late March.
Isabella Facham, a project manager on staff, presented the request and said the board was being asked to approve $277,500 in emergency assistance, structured as 85% loan at a reduced interest rate of 1.7% ($235,875) and 15% grant ($41,625). Facham described two breaks in the main and said the pipe—a 1940s asbestos‑cement line installed by the Army Corps of Engineers—lacked isolation valves, which complicated repairs.
"So today, I will present to you an action to approve $277,500 for emergency award for the city of Bridgeport ... with 85% as a loan with a reduced interest rate of 1.7% and with 15% as a grant," Facham said.
Dean Reynolds moved approval and a second was recorded; the motion passed by voice vote.
The award is conditional on the board's typical underwriting and documentation checks; staff noted the city has other capital projects in progress and had declared an emergency in April to allow immediate response.
