Facilities committee forwards package of contracts and time-sensitive items to county council

Key actions the committee approved to move to council included:
- A third addendum to the memorandum of agreement with the Town of Hilton Head Island for the Saint James Baptist Church relocation project and a contract award to D. Anderson Construction for construction of Saint James Baptist Church and Cherry Hill School relocation. Staff said the winning bid after best-and-final negotiations was approximately $7,000,001 with a 10 percent contingency for a total project authorization near $7.7 million, funded from the project budget.
- A contract award to TK Builders LLC for renovations of the Scott Community Center ($197,066.49), including interior improvements and a projected construction period of roughly 120 days.
- Change orders and associated funding for the Buckwalter Recreation Athletic Complex expansion (Nick's Construction) and lighting via Musco Sports Lighting (sole-source/Sourcewell) contingent on budget amendment approval.
- Drainage easement acceptance and a contract award for Bay Pines/Bay Pond drainage improvements, plus a contract for Station Creek Boat Landing upgrades (Nick's Construction) to replace the floating dock and expand the dock length.
- An ordinance authorizing a lease agreement with the General Services Administration for Transportation Security Administration space in the Hilton Head Island Airport terminal (standard federal lease arrangements).
Committee discussed project contingencies, whether design work already underway at an existing Public Works site would need revision if Glassworks were later purchased, and financing sources (bond proceeds, project savings). Several items were noted as time sensitive for council action.
