Walker County Commission approves vendor contracts, awards road resurfacing bids and approves personnel moves; front‑loader purchase tabled

The Walker County Commission on April 20 in Jasper approved several vendor contracts and procurement actions, moved personnel into Solid Waste positions and delayed a heavy‑equipment purchase while scheduling a public work session on roads.
County Administrator Amy Frederickson opened staff items by reminding officials that April 30 is the deadline to file Statement of Economic Interest forms. The commission then approved a proposal from NEUMO (formerly AVENU) to collect sales‑and‑use, motor fuel, tobacco, alcohol, rental and lodging taxes on behalf of Walker County after discussion and legal input. County Attorney Charles R. Stephens, Jr., participated in the discussion. The motion to approve the NEUMO contract was made by Commissioner Steven Aderholt and seconded by Commissioner Jeff Burrough; the recorded vote among those voting was unanimous.
Frederickson also explained a 36‑month update to the county's C‑Spire WebEx services and the commission voted to accept the pricing and contract update. The motion to approve the C‑Spire WebEx contract update was carried without opposition.
In facilities work, the commission approved Lamar's Glass's proposal for $8,373 (parts and labor) to replace basement doors at the Courthouse Annex to be paid from Fund 116, Capital Improvements. The motion carried unanimously.
On road project procurements, County Engineer Glenn Peek recommended award of Bid #869 (Project WCFP 64‑07‑25) to resurface and stripe Old 78 Highway (Kansas) in District 2; the commission awarded that contract to Wiregrass Construction. The commission also awarded Bid #870 (Project WCP 64‑02‑26) for resurfacing and striping Empire Road in District 4 to Central Alabama Asphalt Construction. Both awards passed by unanimous vote.
Solid Waste Director Rodney Cain presented a request to purchase one front‑loader under Sourcewell Contract #110223‑LEG/110223THC. After discussion, the commission voted to table the front‑loader purchase until the next meeting. The motion to table was made by Commissioner Jim Borden and seconded by Commissioner Aderholt.
The board approved in‑service transfers from the eligible register moving Annette Roell, Bethany Haun, Tori Taylor and Cindy Kellum into full‑time Administrative Assistant positions in the Solid Waste Department effective April 20, 2026. The commission also approved the hire of Brandy Thomas as a full‑time common laborer in Solid Waste with an anticipated May 4, 2026 start date, contingent on successful WCSB drug screening and completion of hiring paperwork.
The commission adjourned the public meeting and moved into executive session to discuss pending litigation, following guidance from County Attorney Charles R. Stephens, Jr., who advised that the Alabama Open Meetings Act (Ala. Code § 36‑25A‑7(a)(5)) permits executive sessions for discussion of pending or threatened litigation.
Next steps: the commission scheduled a public work session on bridge and road projects for April 28, 2026, at 9:30 a.m.; the front‑loader purchase remains tabled pending further review at a future meeting.
