Council approves RFQ to hire TIF‑funded revitalization consultant for Knox Abbott and State Street

The City of Casey council voted unanimously Tuesday to authorize staff to issue a request for qualifications to hire a revitalization consultant using tax increment financing funds.

City staff said the consultant would focus on underutilized commercial corridors, specifically Knox Abbott Drive and State Street, conduct market analysis, engage potential business owners and investors, and recommend strategies to attract tenants for vacancies such as 901 Knox Abbott Drive and nearby sites.

"The consultant will specifically target Knox Abbott Drive and State Street within and bordering the city's TIF District," city staff told the council during the presentation. Staff said the RFQ process and the city's procurement procedures would be followed and that any selected firm would return to council for final approval.

A council member who moved the motion said the approach lets the city pursue development without drawing on the general fund or adding staff. Another council member urged city leaders not to pause existing local redevelopment efforts while the consultant work proceeds.

Council members approved the motion on a roll‑call vote recorded as unanimous 'yes' responses.

The consultant procurement will be funded through TIF, which staff described as an appropriate source intended to promote economic development and community revitalization. Staff said the selection of a consultant and any contract award will be brought back to council for final approval and specific project recommendations.

Next steps: staff will prepare and release the RFQ, review submissions, and return with a recommended firm for council consideration.
