Council discussion touched on why the property had FD‑2 zoning historically and whether a coffee shop (a restaurant use under code) might be proposed later; O'Day said a private, owner‑initiated code amendment would be required to allow restaurants in B1. No members of the public spoke at the hearing.
Action: Council Member Carter moved to adopt the ordinance amending the zoning map; the vote was 7‑0 with summary publication authorized.
