Council moves multiple resolutions to June 2 action agenda and adopts several routine measures

The Shelton City Council on May 19 reviewed multiple staff briefings and advanced several infrastructure and service items for further action.
Staff presented a first-quarter finance report showing revenues close to projections and an unreserved fund-balance increase to about $4.7 million. Council members then considered a series of resolutions and motions affecting public works, animal services, water infrastructure and an Ecology grant for PCB transformer replacement.
Assistant Public Works Director Brett Armstrong described a joint city–county paving effort (targeting Jefferson Street and adjacent links) and the council voted to place Resolution 1439-0426 on the June 2 action agenda for final consideration. City manager Mark Ziegler briefed the council on a proposed three-year contract with the Mason County Humane Society to provide 24/7 animal-control response, shelter operations and licensing; the council moved to place Resolution 1435-0426 (authorizing the city manager to sign the agreement) on the June 2 action agenda.
The council adopted Resolution 1436-0426 to authorize design work for a new Mountain View reservoir, noting legislative grant funding and the need for subsurface investigation and preliminary engineering. Council also approved acceptance of a Department of Ecology grant to replace PCB-containing electrical transformers (Resolution 1437-0426) and adopted an interlocal agreement with Public Utility District No. 3 for grant administration (Resolution 1438-0426).
A council motion approved the Shelton Arts Commission's recommendations for the June–August rotating gallery and the council carried a motion approving placement of those works in the civic center gallery.
Several council members characterized the humane-society contract as a cost-saving and animal-welfare improvement compared with in-house services; staff said the draft contract amounts to just over $202,000 with initial facility alterations estimated at about $4,804 and a planned August 1 operational transition if approved on June 2.
