Meeker County board approves permits, paving contracts and consultant work; water-appropriations condition added to feedlot expansion

The Meeker County Board on May 19 approved multiple routine and project-specific items, including conditional-use permits, interim-use permits, paving contracts and consultant services. Most motions passed by voice vote with no recorded roll-call tallies except where noted.
Key actions approved by the board:
- Conditional Use Permit CUP 16785 (trap/shooting range shoreland grading at Lake Byron, Collinwood Township): staff recommended and the board approved the permit after a presentation by Land Use Records Director Greg Schultz. The project will raise shooting-station areas 6 to 24 inches with approximately 3,000 cubic yards of material to improve drainage.
- Conditional Use Permit CUP 16789 (feedlot expansion, Kingston Township): the board approved an application to expand the slaughter-steer feedlot to about 2,900 animal units, with conditions. Staff noted the Minnesota Pollution Control Agency (MPCA) required a water-appropriations permit for the project; the board included a requirement that the applicant square the water-appropriations permit with MPCA before beginning construction.
- Interim Use Permit IUP 16774 (aggregate mining renewal, Gilbert Anderson Pit, Dassel Township): the board approved a six-year interim use permit for aggregate mining and processing; the site will be reclaimed to cropland once mining ceases.
- Interim Use Permit IUP 16780 (temporary second dwelling for family care, Grove City): the board approved a 20-year temporary second dwelling to allow a relative to live on site and assist an aging parent.
- Public-works contracts: the board awarded the SAP047614024 (Cassatt 14) paving contract to Knife River of Sauk Rapids for an estimated $1,594,311.33 (funded by state-aid construction funds); it awarded the Justice Center parking-lot paving contract to Hansen Paving (Sauk Rapids) for an estimated $112,423, and approved a consultant services contract for observation and materials testing to Apex Engineering Group (not to exceed $10,016.45).
Most items passed with motions, seconds and unanimous or near-unanimous "Aye" voice votes. Where staff flagged external approvals (for example, MPCA water-appropriations permits or other state sign-offs), the board tied those approvals to permit conditions to ensure compliance before construction starts.
