City staff described prior action that allowed golf‑cart use on streets and said a new ordinance is intended to clarify use within parks. Some council members raised concerns that certain trails were funded by state recreational‑trails grants that prohibit motorized vehicles; staff acknowledged those constraints and said the language will preserve existing grant conditions and continue to prohibit motorized use on those trails.
Council approved the direction to draft the ordinance by voice vote. Staff emphasized that any drafted ordinance will be brought back for formal consideration and that enforcement will remain a joint responsibility with local law enforcement.
