Bullhead City asks residents to weigh in on 2026 general plan ahead of November vote

Bullhead City officials encouraged residents to review and comment on the city's 2026 general plan update, which staff said will guide zoning, water, transportation and parks policy for the next decade.
"So the general plan is basically the road map for the development of the city for growth," said Johnny Louera, planning manager for the City of Bullhead City. He told the Park and Recreation Commission that the document summarizes changes from the past 10 years and contains goals, objectives and policy sections that should reflect residents' priorities.
Why it matters: The general plan is the reference point for city and planning decisions, Louera said; requests such as zoning-map changes are checked for conformance with the plan. Staff will compile public comments, ask the Planning and Zoning Commission for a recommendation, and โ if the council approves โ place the measure before voters in the November general election (staff identified Nov. 3 as the target date).
How to weigh in: Louera listed several ways to comment, including an online comment form on the city's general-plan page and in-person meetings. He cited Planning & Zoning meetings on May 7 and May 21 and June 4, a Transit Commission meeting on May 11 and a City Council meeting on June 16. Public information officer Mackenzie Coe directed residents to bullheadcityaz.gov/generalplanupdate to find the draft, the approved plan and the survey link.
Staff emphasized the topics where public feedback is most useful: water, transportation, land use and parks. Louera said the city will update the plan's goals and policies based on the feedback it receives and then present the updated plan to council before it goes to voters.
