The Clover School District Board of Trustees voted to approve a special-obligation bond resolution authorizing the district to borrow up to $20,000,000 primarily to complete the high school construction project.
In a presentation introducing the resolution, finance presenter Mr. Love said the district had used most of an earlier borrowing and now needs additional funds because of added athletics work and an unanticipated rock-related change order. "We used all but 1,000,000 dollars of the initial 156,000,000 that we had, and it it's time to issue that bond," Love said. He described the proposed borrowing as a special-obligation issue that "does not pledge the full faith and credit of the taxing ability" and said the administration intends to fit debt service into the existing 4-to-6 mills plan when bonds are issued.
Chair (speaker 3) called for objections to approving the resolution; no board member objected and the chair declared the resolution approved. The transcript records the approval by unanimous procedural consent but does not provide a roll-call vote tally.
The district staff said the bond would be sized and scheduled at issuance so that payments would be integrated with the district's current debt service plan.
