The Planning and Zoning Commission voted May 18 to recommend approval of ZO726, a petition from James Bearden to rezone approximately 0.2 acres at 2842 18th Street (Council District 1) from MR‑1 to SFR‑5 to permit a duplex on a lot where a house was recently demolished.
Staff told the commission the revised site plan addressed earlier concerns about front‑yard parking; Zach Ponds, director of planning, said the proposed SFR‑5 plan conforms to the adopted neighborhood framework and permits the proposed use. Petitioner James Bearden described materials (vinyl siding) and noted precedent of his past duplex projects in nearby blocks. Commissioners questioned whether all parking could be placed in the rear; the applicant said rear access and proximity for elderly tenants made front entry preferable.
No members of the public spoke on the item. The commission took a voice vote to recommend approval and then took the related subdivision votes; the motions carried with all commissioners voting in the affirmative on the record. The recommendation will be forwarded to the City Council, which is the final decisionmaker for rezonings.
