Fuquay Varina board approves retirement resolution, system development fee changes and several administrative items

At its May 19 meeting, the Fuquay Varina Board of Commissioners approved several formal actions and routine agenda items.
Service-weapon retirement resolution: The board adopted a resolution to award Lieutenant David Scott "Scotty" Hinton his service sidearm on retirement effective June 1, 2026. Police Chief Tim Smith summarized Hinton's 30-year career and cited North Carolina General Statute 17F-20, which permits local governing bodies to award a service firearm to a retiring officer who satisfies statutory conditions. The board moved, seconded and voted to adopt the resolution; Lieutenant Hinton and his family attended and were congratulated.
System development fees (SDFs): Following a public hearing and staff presentation by Public Utilities Director Wagner and a Stantec study, the board adopted the water and wastewater system development fee analysis as recommended by staff. The presentation said the combined-method analysis establishes the maximum SDF the town may lawfully charge; staff presented proposed increases to the residential water and sewer SDFs (staff cited a recommended water SDF increase to $4,974 from $4,929 and a sewer SDF increase to $5,063 from $4,845). The board voted to adopt the analysis.
Property acquisition: The board approved an agreement to purchase 5.12 acres at 325 Wagstaff Road for $415,000 to preserve and possibly expand the adjacent Carol Howard Johnson Environmental Education Park; funds were identified in the general fund unassigned balance and a related budget amendment was approved.
South Park Community Center consultant selection: After an RFQ and interview process, staff recommended Edifice Construction as the most qualified construction manager-at-risk for the South Park Community Center renovation project, with Bloom Construction ranked second. The board designated Edifice as the preferred firm and authorized the town manager to negotiate scope and fee, subject to town attorney review. The FY27 recommended budget includes $6 million for construction of the project.
Preliminary subdivision plat: Staff presented the Woodcrest Subdivision preliminary plat (SUB PR 202505) proposing 17 single-family lots on 8.51 acres at 5800 Johnson Pond Road; the planning board had recommended approval and the town board approved the preliminary plat.
Consent agenda and other approvals: The consent agenda passed by voice vote. The manager's report included departmental updates, promotions and upcoming events.
Votes and next steps: Where recorded, motions were moved and seconded and carried by voice vote; several items will return to the board for contract approval or budget authorization following negotiated terms and final scope development.
