Surry County commissioners approve Budget Amendment #15, audit contract and personnel reclassification

At its May 4 meeting the Surry County Board of Commissioners unanimously approved a consent agenda that included Budget Amendment #15 (adding $7,149 to sheriff vehicle maintenance and recognizing a $20,160 HMEP grant), an FY2026 audit contract with Gould Killian CPA Group, and reclassification of a grants position effective Dec. 1, 2025.
Surry County commissioners voted unanimously May 4 to approve a consent agenda that included a small budget amendment, a new audit contract and a personnel reclassification.
County Manager Chris Knopf reviewed the consent agenda before the Board approved several administrative items. The Board approved Budget Amendment #15, which increases Sheriff Department vehicle maintenance expenditures by $7,149 with a corresponding insurance-refund revenue adjustment (revising Insurance Refunds from $94,672 to $101,821) and recognizes a $20,160 Hazardous Materials Emergency Preparedness (HMEP) grant for Emergency Management. The consent package also included approval of the FY2026 audit contract with Gould Killian CPA Group and a Juvenile Crime Prevention Council (JCPC) budget revision request. The consent motion was made by Commissioner Melissa Hiatt and seconded by Commissioner Mark Marion; the Board voted unanimously.
The Board also approved a personnel reclassification: position #411801 will be reclassified from "Grants and Special Projects Manager" to "Grants, Special Projects and Legal Manager," added to the Position Classification Plan at Grade 75 and removed from Grade 73, effective Dec. 1, 2025. The reclassification was part of the consent package approved without separate debate.
Clerical approvals on routine items followed: the Board approved the meeting agenda and minutes for March 31, April 20 and April 21, 2026 by unanimous votes earlier in the evening. The Board later entered a closed session under G.S. 143-318.11 (a)(3)–(6) and adjourned at 9:24 p.m.
