County awards $5.39 million pavement contract, approves equipment purchases and property sales

The Cottonwood County Board on May 6 accepted the low bid of $5,389,767.66 from Duininck, Inc. for its 2025 pavement replacement projects (Projects 017-070-014, SAP 017-615-029 and SAP 017-617-018), after Public Works Director Nick Klisch presented five competitive bids.
Klisch also told the board that MnDOT is compiling a list of potential safety improvements and requested support for proposed roundabouts at the intersection of CSAH 5/Trunk Highway 62 and the intersection of Trunk Highway 71 and Trunk Highway 30; the board directed Klisch to draft a letter of support.
The board authorized Public Works to purchase an enclosed trailer for relocation and later transfer to the recycling department, at a cost not to exceed $15,000. The building committee requested the sale of parcel 10.030.0601 (previously used to store culverts); the board voted 4–1 to sign a purchase agreement with Dudley Smith for $14,900 and separately approved selling the modular building on the parcel to Smith for $2,500 (county attorney fees to be taken from closing costs).
Commissioner Tom Appel raised a concern about a box culvert installed in Midway Township last fall that the contractor did not return to the same condition. The board agreed to provide $150 of red rock from the general fund for replacement material, and directed the County Engineer to photograph projects before and after, perform post-inspections with the township, and secure township sign-off going forward.
The minutes record unanimous approval for the pavement award and equipment purchase and a recorded 4–1 vote on the parcel sale; the minutes do not include a bidder protest or further buyer details beyond the purchase agreement.
