Gage County board approves BUILD grant application, county bridge match agreement and new fuel and aggregate contracts

The Gage County Board of Supervisors on Feb. 18 approved Resolution No. 26-02 to apply for a USDOT BUILD grant for the Clatonia–DeWitt and Hickory Road Transportation and Safety Project (committing a 20% local match), adopted a Project Program Agreement BL-2604 for the County Bridge Match Program, and accepted low bids for county fuel and rock and gravel supplies.
The Gage County Board of Supervisors voted Feb. 18 to pursue federal BUILD grant funding and to authorize county participation in bridge-match and procurement actions intended to advance several road and safety projects.
The board unanimously adopted Resolution No. 26-02 authorizing an application to the U.S. Department of Transportation BUILD Grant Program for the Clatonia–DeWitt and Hickory Road Transportation and Safety Project and committed the county to its required 20% local match and contingency funds if needed. The resolution also acknowledged that right-of-way acquisition, including condemnation, may be necessary for portions of the project.
Vice Chairman Emily M. Haxby, who presented the county’s grant activity update, summarized recent awards and applications that together she said total just over $22 million in funding she has helped secure for the county. That tally included prior Community Preservation Fund (CPF) and other grant awards for road milling and overlays, an $880,000 80/20 grant for Adams Bypass work, and an approximately $4.733 million grant to pave and add turn lanes and lighting for portions of Hickory Road. Haxby said she is also pursuing additional competitive programs including the Bridge Investment Program and RAISE grants.
The board also adopted Resolution No. 26-03, authorizing the chair to sign the Project Program Agreement BL-2604 with the Nebraska Department of Transportation for the County Bridge Match Program (NDOT Project STWD-CBMP(10)). The resolution commits the county to provide the local share required by the agreement; roll call on the resolution was recorded as 6 yes, 0 no, 0 abstain, 1 absent.
On procurement matters the board closed and accepted bids for 2026 rock and gravel from multiple suppliers and referred the bids to the Highway Department with direction to begin with the lowest bidder, contingent on product availability. The motion to accept and refer the bids passed 6-0.
The board also opened county fuel bids for 63,000 gallons of #2 premium diesel and 33,000 gallons of E10 unleaded gasoline. Sapp Bros. Petroleum of Beatrice submitted the low bid at $2.558 per gallon for diesel and $2.449 per gallon for E10 gasoline; the board approved awarding the contract to Sapp Bros. by unanimous vote.
Motions to approve the consent agenda and related routine claims also carried earlier in the meeting; one vendor claim (Johnny’s Welding, $10.77) was approved separately with Supervisor Terry Jurgens recorded as abstaining due to a conflict of interest.
The transportation resolutions, bridge agreement and procurement actions mark a set of near-term administrative steps that will allow county staff to advance design, right-of-way and construction procurement processes should federal or state dollars be awarded or required local matches be committed. The BUILD application and the NDOT project agreement both set conditions and local funding responsibilities that will guide follow-on engineering, land acquisition and contract work.
