Franklin County Legislature approves package of routine resolutions, creates Assisted Outpatient Treatment coordinator

It also adopted a resolution establishing standard work day hours and directing officials’ days worked to be reported to the New York State and Local Employees’ Retirement System based on timekeeping or submitted activity records; the resolution passed on a motion by Lockwood, seconded by Lauzon.
The body reappointed Jay St. Hilaire (Accommodations), John Brockway (Camping) and the General Manager of the Akwesasne Mohawk Casino as a non‑voting member to the Franklin County Tourism Advisory Committee for three‑year terms expiring May 15, 2029. The Legislature also adopted a resolution honoring Dominic Barse for 45 years of service with the Brushton Volunteer Fire Department.
On personnel policy, the Legislature authorized creation of an Assisted Outpatient Treatment Coordinator, Competitive Class Grade 12, with a base salary of $57,762 to support expanded local government unit oversight under 2025–2026 New York State legislation referenced in the record as Kendra’s Law (MHL 9.60). The resolution specifies the position will be funded with grant monies and re‑evaluated if that funding ends. The motion to create the position was made by Legislator Rod Lauzon and seconded by Legislator Joe Shoemaker and was adopted unanimously.

The Legislature authorized a set of small‑business grant awards (individual awards listed in the adopted resolution) and granted contract authority to the County Manager and Director of Economic Development to execute the awards upon receipt of required documentation. That resolution passed with six ayes and one abstention (Legislator Joe Shoemaker). The board also amended the 2026 CHIPS budget to reallocate $250,000 to Conbur Bridge (project 3337570); that amendment passed unanimously.
