Somerville council meeting roundup: dedications from Somerville Station, Chambray Park design contract, proclamations and $10.35M in bills approved

The Borough of Somerville Council took several administrative and routine actions at its May 18 meeting, including introductions of developer dedications, contract authorizations, proclamations and approval of a large bills-and-vouchers payment.
Council introduced Ordinance 2803 to accept dedication of a small wetlands parcel (Block 124 Lot 19.01) as part of the Somerset Station redevelopment and Ordinance 2804 to accept certain public roadways constructed in phase 1 of the Somerville Station project. Colin, a borough staff member, said the dedications are part of prior development agreements and that staff and the administrator are preparing parking and safety plans for the area.
The council also adopted Ordinance 2801 (amending zoning rules for fences on corner properties) and introduced Ordinance 2802 (clean-up amendments to Chapter 119 — Parks and Playgrounds).
Council authorized Phase 100 schematic-design professional services for improvements at Chambray Park to T&M Associates, approving an initial contract step of about $59,000. Staff said federal funding for the project has been approved and that total engineering costs for the project exceed $325,000; the $59,000 contract is the first step before preparing bid specifications.
On the consent calendar, the council approved a number of routine items: an event permit for the New Jersey Z Car Club; authorization for a Tourette Syndrome awareness event; hiring of seasonal pool staff; a $17,080.08 change order and final payment to Top Line Construction for Altamont Place improvements; authorization to execute an NJDOT federal-aid cost-reimbursement agreement for Safe Routes to School road-diet and pedestrian improvements on Veterans Memorial Drive; salary adjustments for borough personnel; initiation of in rem tax-foreclosure proceedings on delinquent properties; and an authorization to award a five-year contract to Axon Enterprise for body-worn camera equipment and services consistent with the state contract noted in the agenda.
The council approved payment of bills and vouchers in the amount of $10,353,189.71 by roll call vote.
The meeting included ceremonial recognitions: the council presented proclamations for Emergency Medical Services Week, National Police Week and Mental Health Awareness Month and invited members of the volunteer Somerville Rescue Squad and two police officers to the meeting. Doreen Nickbal, founder of Olive Branch Therapy Group, described her local mental-health practice and its work serving families and children in Somerville.
