The Rosemount City Council approved a three‑part package on May 19 to allow a 250,000 square‑foot warehouse and distribution facility on a 15.54‑acre parcel in the Ridge Valley second edition plat.
Planning staff summarized the project scope, site plan and zoning changes: the applicant proposes Lot 1, Block 1, east of Highway 52 and north of County Road 42, with access from Driver Avenue and a fenced outdoor storage area on the western portion of the lot. The building would be primarily warehouse space with a southeast office/training area. The structure meets the B‑2 district height limit (projected 42 feet) and updated architectural and landscape materials were added after planning commission review.
Staff reported a remaining shortfall of roughly 12 parking stalls relative to an internal standard but said the applicant provided proof that additional parking could be added if required. Parkland cash‑in‑lieu was calculated at $132,090 and will be due when a building permit is pulled.
Applicant Scott of Canal Properties told the council construction would begin roughly late June, last about 10 months, with the facility targeted to be operational in the fourth quarter of next year. Council members moved and approved three items by roll call vote: (1) resolution approving final plat for Ridge Valley Second Edition (motion by Tyson; second by Freske), (2) ordinance amending zoning map to rezone Lot 1 from A‑2 to B‑2 (motion by Freske; second by Klimpel), and (3) resolution approving a conditional‑use permit for outdoor storage in B‑2 (motion by Esler; second by Tyson). Each action passed 5‑0.
Councilors emphasized that the applicant addressed prior planning commission conditions, including revised landscape and architectural details and compliance with outdoor storage requirements. Staff will collect the parkland cash‑in‑lieu and track any needed parking modifications during building permit review.
