Tad Atkins, representing Forgotten Angels and Renee McGuire, said the use would be a "supervised limited occupant respite setting" not a treatment center, shelter or boarding house, and that the operation would be low‑intensity with low traffic and limited noise. He told council the applicant was willing to accept conditions related to occupancy, supervision and parking to ensure compatibility.
With no public opposition, the council moved to adopt Resolution R2026‑CUP2026‑0156 and voted to approve the CUP by a 7–0 recorded vote.
