Pearland city staff presented a request to amend the LNR Clear Creek planned development to add approximately 9.143 acres at 1402 Kirby Road and adjacent parcels to the existing PD. Planning staff said the parcels are currently surrounded by medical and research buildings, residential lots and undeveloped land and recommended approval to ensure consistent design regulations across the PD. Planning & Zoning recommended approval 6–0.
Mohammed Darush of Monumental Engineering, appearing for the Welcome group, told the council staff had addressed the applicant's questions and thanked planning staff for their assistance.
Council members asked a series of clarifying questions about adjacent properties and likely uses. Council member Patel asked whether a house shown north of the parcel remained; staff clarified that the structure had been demolished and the property had not yet been acquired. Staff and the applicant said the likely building type shown was "flex" space similar to nearby developments.
Council approved first reading of Ordinance No. 2000M‑283 on a recorded voice vote, motion passed 7–0. The ordinance moves forward to any required additional readings or administrative steps under city rules.
