Fairgrounds staff, board discuss lessee contract language and stall fee as events seek venue; PCFIF reports $6,370 raised

Kelley Knight, the Powell County event coordinator, presented a Draft Horse Expo contract and referenced a 2023 agreement the expo entered into with the county; Knight said she was “not sure how I feel about that.” Chair Melissa Gallagher expressed dismay at any lessee making demands of fairgrounds use.
Knight also reported that the State O-Mok-See is interested in holding its event at the fairgrounds and asked whether the board could offer discounted stall charges or a facility rate. Board members discussed offering a reduced rate provided the lessee cleaned stalls; the board agreed that if a lessee opts not to clean stalls, the fairgrounds could charge $50 per stall to cover cleaning costs and that the lessee should be informed of that fee in advance.
Kelley said she found arena panels for sale in Whitehall and will check price, quantity and condition and report back; she asked whether proceeds could come from a board “metal fund.”
Yvonne Hanson, representing PCFIF, provided a foundation update: flyers were mailed Jan. 6 to about 1,100 addresses and the foundation has raised $6,370 so far. Hanson said Ed Hebbe prepared letterhead and envelopes and set up a website; she noted that Mountain Bluebird Productions will hold an event July 17 with proceeds going to the foundation.
No formal contract amendments or fee schedules were adopted at the meeting; board members discussed terms and asked event organizers to communicate stall-cleaning commitments up front. The board deferred any final contract approvals pending follow-up on cost details and condition reports.
