Powell County Fairgrounds board approves containers, picnic tables and panel trailers; votes to pursue skid-steer financing

The Powell County Fairgrounds Management Board on Feb. 19 voted to buy storage containers, 10 metal picnic tables and four panel trailers from its capital outlay account and agreed to pursue a loan to fund a skid steer, members said.
Dale Perkins, a board member, moved to pursue financing for a new skid steer after presenting estimates for new machines ranging from about $45,000 to $58,000; Tony seconded and the motion passed. Tony also moved — and Perkins seconded — to buy one 20-foot two-door container, one 20-foot one-door container, 10 metal picnic tables and four panel trailers from the board’s outlay funds; that motion was approved as presented. Cost estimates discussed at the meeting included roughly $4,900 for a 20-foot container, about $7,000 for a 40-foot container, $300 per delivery, and $1,100 per picnic table.
The board authorized payment of routine bills and reviewed current finances. Emily Wood said the fairgrounds’ budget stands at $258,280.41 and that expenditures are at about 87% of what is anticipated for the year; vendor payments listed included Anaconda Fire and Safety ($792.25), DeSilva Electric ($3,046.19 for removal of arena lights), Les Schwab ($171.41) and RDO (Gator $2,942.76; tractor $1,490.00). Dale Perkins moved to pay the bills as presented, Tony seconded and the motion carried.
Operational and maintenance items discussed included a single caretaker applicant (Jody Thomas), deteriorating plumbing and other problems with the house trailer (board members discussed obtaining bids to sell or demolish the trailer), and inventory and small-equipment needs. Kelley Knight, the fairgrounds’ event coordinator, provided an inventory list and suggested gravel rakes, wheelbarrows and manure forks be added to next month’s agenda.
On maintenance logistics, Tony reported mold in concrete bathrooms and said he will obtain repair estimates and check whether insurance could cover the work. Dale reported port-a-potty rental costs of $115 per month per unit and $145 per month for handicap-accessible units. Sewer work was placed on next month’s agenda. Knight will consult courthouse staff about AEDs and first-aid kits.
Governance and administrative notes: Melissa Gallagher requested that Dayna Gilman circulate the agenda to board members before posting. Melissa also announced that the board had received a resignation letter from Tony. The meeting adjourned at 9:00 p.m.
