County-led ERF5 grant would underwrite two years of Marydale operations, county rep outlines budget

San Rafael staff told the homeless subcommittee on May 19 that they are preparing a roughly $7 million ERF5 application, led by Marin County, intended to fund two years of operations for the Marydale interim shelter and create a runway for rental assistance after the shelter’s operating grant period.
The application is intended to pay for operations, housing-focused case management and rental assistance that will help people move from shelter into permanent housing. Staff said the county is the lead applicant and that letters of support from local agencies will be requested before the submission window closes at the end of the month.
"We are now very close to the finish line of submitting a 7,000,000-ish application for ERF5," Daniel said. "That total covers two full years of Marydale operations and then most importantly, a runway post those two years for rental assistance."
County representative Gary provided a more detailed breakdown: about $1,000,000 for housing-based case management to ensure clients have assigned case managers; just over $2,000,000 for rental assistance (rapid rehousing, security deposits and short-term subsidies, plus some ongoing rent support until vouchers are available); and roughly $3.7 million allocated to the city for Marydale operations. He said the ERF5 grant term is three years, while Marydale’s operational commitments in the current agreements are written for two years through June 30, 2029.
"There's about 1,000,000 dollars that would go out to continue the housing-based case management services," Gary said. "Just over 2,000,000 is going towards the rental assistance. And about 3.7 of the million of the funds are going towards the city for Marydale operations."
Staff emphasized that the county’s role as lead applicant means county processes will determine the formal submission steps and that matching documentation—city property purchase and agreements—will serve as local match and strengthen the application. Once submitted, the application will be publicly posted and linked from the city's website.
Next steps: staff will finalize letters of support, complete the application by the end of the month and publish the submitted application online. The subcommittee asked staff to coordinate outreach to state housing officials and to provide the council with a link to the submitted application.
