Victim‑witness provider asks Grand Forks County for up to $321,000 in 2027 contract support

Laura Nash Frisch, vice president of victim‑witness and visitation at the Community Violence Intervention Center (CVIC), and Tracy Leduc, CVIC chief financial officer, briefed the Grand Forks County Commission May 19 on the organization’s victim‑witness contract and funding needs for 2027.
Laura said CVIC provides state‑mandated victim‑witness services established in 1990, including notification of hearings, access to police reports and confidentiality protections reinforced by Marcy’s Law and North Dakota Century Code provisions. She said the program served about 1,300 victims and witnesses in 2025 and that roughly one‑third of cases are domestic violence, sexual assault or stalking.
Leduc presented budget numbers: the program requires just over $1 million to operate; projected outside funding (VOCA, STOP/VAWA, fees) totals roughly $234,000; the shortfall — the amount Leduc said CVIC is asking the county to cover — is about $321,000. She added that if the county provides in‑kind office space the net contract would fall to just under $300,000. CVIC asked the county to delay final contract signing until end‑of‑July grant results are known and said it will apply for any additional eligible grants.
Commissioners asked whether grant receipts would reduce the county contract (Leduc: yes) and thanked CVIC for the work. No formal county vote to set contract value was taken May 19; staff will bring a contract back later after grant outcomes are clearer.
Ending: CVIC left the request with the commission and offered to answer additional questions; commissioners directed staff to follow up and noted the contract will be finalized after grant award notifications.
