Solid waste director outlines long-term plan; commissioners award gravel-crushing bid

Dave Brunte, speaking for the solid waste district, told the commissioners the district plans a center-pivot irrigation system to manage stormwater on a remaining alfalfa field and expects to remove about 500,000 cubic yards of soil this summer as part of the Phase 6 liner excavation.
On procurement, Brunte reported LHC (listed alternately as the low conforming bidder) submitted a total bid of $572,798 for crushing and stockpiling gravel at the Old Steel Bridge Pit (mobilization $57,998; sand $6.08/tonne; chips $27.16/tonne). Commissioners moved and approved awarding the bid to LHC.
Brunte also provided budget and liability figures: engineers estimate closure/post-closure liability for the facility at about $37,000,000; the trust fund holds approximately $17–18 million and the district contributes about $1,000,000 per year toward that obligation. Gate revenue so far is just over $2,000,000 on an expected $2.5 million gate revenue budget.
Why it matters: the district's long-range landfill planning, procurement and funding status affect future service costs and environmental management of the facility. Commissioners heard a multi-part update and approved the bid so work can begin on required contracting steps.
Next steps: staff will proceed with bonding, insurance and contract execution for the awarded bid; the district will continue phased liner work and return with budget recommendations.
