Flathead County certifies NDAA compliance after Hikvision cameras removed

Flathead County commissioners voted to sign a contractor certification attesting to compliance with federal restrictions in the National Defense Authorization Act (NDAA) after staff reported removing prohibited Chinese-manufactured devices from county systems.
Justin Miller, identified in the record as IT director for Flathead County, told the board the required form (NDAA 889) covers countywide systems. "We did have 7 Hikvision cameras in the records department. Those have been deactivated, and we're working towards getting those replaced," Miller said. He said replacements would be ordered and installed over the next two weeks.
A commissioner moved to sign the contractor certification for compliance with the NDAA; the motion was seconded and approved.
Why it matters: the NDAA 889 certification is now required on many state and local procurements and asks agencies to certify they do not use specified manufacturers' equipment in certain systems. Miller noted the county's assessment found seven devices on county equipment and that those devices have been taken offline. The board treated the item as a routine compliance certification and adopted the motion without further conditions.
Next steps: staff will document the replacements and submit the signed contractor certification form.
