The board accepted bid information for the 2026 crack‑seal project after staff reported bids from Yellowstone Pavement Solutions (unit price stated as $1.42 per lineal foot) and Z & Z Asphalt (unit price stated as $1.37). A commissioner moved to take the bids under consideration and the motion carried by voice vote.
Road and Bridge staff recommended signing Montana Department of Environmental Quality (DEQ) Phase‑2 open‑cut mining permit release requests for three old pits — Ingram, Kinnickinnick and Wishart — that had pit plans expiring in 1973 and appear to have operated in the 1950s–60s. Road & Bridge said the sites meet DEQ reclamation standards and that two of the pits now have homes nearby; the board voted unanimously to sign the Phase‑2 releases and remove the pits from the county pit inventory with DEQ. The board also approved a dust cost‑share agreement with Lyman Dust Control Services of Montana, LLC for the county’s annual program. Staff described a unit cost of $1.82 per lineal foot; under the cost‑share each side (county and citizen) would pay roughly $0.91 per lineal foot. Staff said Lyman has provided bonds and insurance and recommended executing the contract.
On emergency communications, commissioners approved awarding the RFP for contracted temporary dispatch services to the review committee’s recommended firm (committee included Austin Hicks and Justin Miller). Austin Hicks said the review panel found the recommended vendor met the RFP requirements and had a lower price point.
Finance staff presented an engagement letter with Causey Public Finance LLC to provide arbitrage rebate services related to an approximately $95,000,000 financing. Amy Dexter described the work — annual calculations and IRS reporting if required — and said the engagement would cost about $1,000 a year; the board authorized the signature.
All motions relating to these items were seconded and approved by voice vote with no recorded dissent.
